New York state is no stranger to community associations. In fact, the history of these associations in our country finds its start in New York with the Levittown community in Long Island. Built in 1944, Levittown essentially laid the groundwork for modern homeowners associations by being the first planned community of homes. This development was made up of 17,400 homes, with 82,000 residents. By splitting up the home-building process into 27 steps, utilizing it’s own subsidiaries for concrete and lumber, and completing as many steps as possible in construction sites, the Levitt company was able to manufacture as many as 30 homes per day.

These homes could be purchased for a low down payment as well as low interest rates, and were targeted to military personnel returning from the Second World War. To keep property values as high as possible, the developers established ground rules, such as banning homeowners from hanging their clotheslines in the front yards. Though not technically a community association by today’s definition, this is where the concept started in the Unite States.
